A sampling of projects undertaken to date by CliftonGroup International Limited:

  • Technology Roadmap: Partnered with a major DC consulting firm to review the strategic plan for a US public television station and develop a 5-year technology roadmap. Work included migration plans to ATSC 3.0/Next Gen TV, implementation of a file-based workflow within a service-oriented architecture, recommendations for a Cybersecurity framework, the migration of on-premises to cloud based services including storage/archival, media asset management and playout and the addition of AR/VR technologies for experiential learning.
  • C-Band Transition: Contracted by SES Americom, a major international satellite and fiber optic network services provider, as a project manager and senior solutions architect to develop the architecture, system design, budget and project management plans for migration from legacy satellite distribution to a hybrid satellite/fiber network. This work included the running of RFI/RFQs and testing of  competitive HEVC and AVC encoding and transcoding technologies, DVB-S2X modulation, conditional access systems – all within the client’s cybersecurity framework. Project work also included the development of automated field test equipment for 5G and CBRS interference monitoring.
  • Mergers and Acquisitions: Partnered with a major DC area consulting firm to evaluate the feasibility and business case for the merger of two large television joint master control operations collectively serving about 50% of US tv households. Assisted with the development of transition, marketing and communications plans and provided project management services for the process from initial letter of intent through to term sheet and final definitive agreement.
  • Restructuring and Technology Roadmap: Contracted by Vermont Public to provide strategic guidance on the merger of Vermont PBS and Vermont Public Radio. Work included a review and recommendations for the combined fiber and RF distribution networks, network management, the adoption of a cybersecurity framework and technology roadmap for growing their 18-45 year-old audience.
  • Strategic Advisor to VideoShip Enterprise Limited, a global leader in Content Delivery Network (CDN) technology and services for film, broadcast and new media. Responsible for the Marketing Plan, senior level business development and launch of their new Ring7 FastTrack CDN service for distribution of video content in and out of China in response to the new regulations limiting the use of unauthorized VPNs to circumvent the Great Firewall. Also responsible for setting up the standard agreements and recruiting initial members of their international value added reseller network.
  • Solutions Architect for Telecom and Cloud Services: Senior solutions architect for the Media and Entertainment Services group of Tata Communications, a Tier 1 global telecom company. Responsible for executive level business development in Europe and the Americas and helping the product managers and sales teams in those regions launch a variety of cloud-based services that build on their global data center and fiber optic network footprint. This work included proposal writing, costing and Proof of Concept (POC) projects for a variety of live and file-based cloud services including object storage, Digital Asset Management (DAM), transcoding, automation and playout, CDN and OTT services.
  • Distribution Channels: Contracted by the Contributor Development Partnership (CDP) and Public Media Company to assist them with the launch of their joint venture Station Sourcing Group (SSG) – a public benefit entity charged with leveraging the collective buying power of public media to obtain favorable pricing and other terms and conditions from technology and service vendors for public radio and television stations. Work includes working with stations and affinity groups to identify volume purchasing opportunities, developing a marketing campaign and working with qualified vendors.
  • Public Media Technology Survey: Partnered with a leading Washington DC media consulting company to perform a comprehensive inventory survey and analysis of public television and radio stations for the Corporation of Public Broadcasting (CPB) to determine their readiness to address trends in the broadcast arena and identify gaps in technology, expertise and funding for the next 5-10 years. Specific trends and areas of interest included the transition to IP, virtualization and cloud, planning for 4K/UHDTV and ATSC 3.0 and cybersecurity.
  • Technical Forensic Analysis: Partnered with a leading NY legal firm to provide a technical and financial forensic analysis of a municipal fiber-to-the-home (FTTH) network that offers triple play television, phone and broadband Internet services. This included a review of network topology, as-built subscriber costs and core network build-out and comparison to industry norms.
  • Spectrum Auction Third Party Appraisal of Relocation Costs: Contracted by leading NY and Washington DC legal firms specializing in telecom services to provide them with an independent third-party appraisal of the relocation approach and costs for a major western US utility company that has been moved from an older analog microwave network operating in the 2 GHz band to a new digital IP microwave network in the 6 GHz band. This project involved an analysis of the design and costs in compliance with the reimbursement requirements of applicable FCC regulations.
  • Migration from Satellite to Terrestrial IP for a Major US Television Broadcaster: Contracted by a major US television public broadcaster as a senior solutions architect to develop the vision and execution plans for their transition from a legacy satellite distribution network to a next generation multicast-enabled terrestrial broadband MPLS IP-VPN fiber infrastructure. This included a transition to File Based Workflows, a Service Oriented Architecture (SOA) built around an Enterprise Service Bus (ESB) with a Business Process Management layer and integrated with an enterprise class DAM – all in compliance with modern NIST cybersecurity policies and guidelines. This work also included the evaluation of broadcast-specific on-premises/private and public cloud computing services, the preparation of a budget and work breakdown structure for full-scale deployment, live Proof of Concept (POC) trials and the conduct of several formal industry RFI’s and RFQ’s for the project.
  • Video Encoding and Cellular Networks: Provided technical and business plan development support as part of a cross-border financing team working with two European startups – one developing a next generation high efficiency video encoding product line for broadcast applications and the other developing an innovative high capacity antenna product line for next generation small cell LTE/4G cellular networks.
  • Cloud Computing and OTT Delivery: Project team leader and acting VP Cloud and Media Services for a large global satellite and terrestrial managed services corporation with HQ in the US.  Was responsible for defining the business plan and strategy for establishing a new cloud computing business focused on Government IT and new media applications including file-based workflow and OTT content delivery (both VOD/COD and OTT live streaming to mobile/connected devices). Wrote proposals, did international business development work, forged several strategic partnerships and developed new strategic plans and business models for the business. This initiative also included identifying cross platform and business synergies with the client’s wireless, maritime and government business units.
  • M&A: Completed three M&A projects – for a Quebec video technology company, a large European satellite modem products company and for an Ottawa security systems integration company.
  • Virtual/Interim CEO: Acted as a virtual/interim CEO, developing the international digital cinema distribution business plan, post-production agreements and investment package for a company that specializes in 3D stereoscopic movie and television production.
  • Stereoscopic 3D/Rights Agreements/Strategic Planning: Developed the business plan plus negotiated rights agreements and service level agreements for the launch of a stereoscopic 3D HDTV Video on Demand (VOD) online store. Also developed the business plan and distribution agreements for the satellite delivery of Live 3D content to theatres in the US and Europe.
  • Expert Witness: Served as an expert witness on broadband satellite modem technology and international industry business practice in a contract dispute between two European companies under International Chamber of Commerce Arbitration (ICCA) rules and European law.
